Benicia residents learned more than two years ago that the Valero oil refinery in their midst had released excessive levels of toxic chemicals for years - and that Bay Area air regulators had failed to tell them about it.  As KQED's Julie Small reports, they're still waiting for answers about what happened and what's being done about it.
