Why doesn't Los Angeles bury its power lines to protect against Santa Ana winds?

The hurricane-force Santa Ana winds that blew through town yesterday were a good reminder that, even with our last couple of wet winters, wind storms are still some of California's biggest weather events.

And with all of the power outages reported across the region over the last 24 hours ... it got us thinking again about the long-running debate over burying power lines.

Not only would underground power lines be wind-proof, but they could alleviate a lot of fire dangers as well.

Loretta Lynch was formally chair of the California Public Utilities Commission ... she's now a regulatory attorney.
