California is staring down an estimated $56-billion budget deficit over the next two years, quite a reversal of fortunes for a state that just two years back was flush with a multi-billion-dollar surplus.

In his May Revise today, Governor Gavin Newsom proposed a series of spending cuts, budget gimmicks and dipping into the state's "rainy day" reserve fund to help close the deficit.

But Republicans in the state seem suspicious of both Governor Newsom's solutions ... they even dispute the budget numbers he presented.

Republican State Senator Roger Niello represents the Sacramento area, he's the vice chair of the Senate Budget and Fiscal Review committee.

What a whiplash couple of years it's been for California's state budget.  

Just two years after state coffers were flush with billions of extra dollars ... today Governor Gavin Newsom announced, in his May budget revise, a series of painful cuts and withdrawals from the state's savings account ... to balance a deficit of at least 28-billion-dollars, although that number is highly disputed.

H.D. Palmer, Deputy Director of the state's Department of Finance, explained to KNX News that sinking tax revenues are mostly to blame.

The state's "rainy day" savings account will be tapped, to the tune of nearly $19-billion.

Palmer acknowledged that relying on California's richest residents ... and on capital gains taxes ... for the bulk of our revenues has been a recipe for volatility ... and will probably have to be changed.

The Legislature must pass a budget by June 15 for lawmakers to continue getting paid.
