Mayor Karen Bass is starting to run into problems in clearing out homeless camps in downtown Los Angeles.

Some of the worst have been in the downtown area ... and then there's dealing with Skid Row.

The problem seems to be that the resources at the city's disposal are just not there to keep up with the effort to clear homeless encampments.
