The Supreme Court says cities on the West Coast can arrest people for living outdoors, camping on sidewalks, and sleeping in vehicles.  It reverses a 2018 9th Circuit ruling against such arrests. Los Angeles Councilmember Monica Rodriguez tells KNX News' Craig Fiegener it will encourage "homeless dumping" like what was seen in that video,  showing Burbank police dropping a homeless person in North Hollywood.
