Utility bills in California are skyrocketing, and state legislators gathered in Sacramento today to vote on a crackdown on how some of the nation's largest utilities spend customers' money.
Utility companies aren't allowed to use money from customers to pay for advertising or lobbying, but some consumer groups allege they are finding a loophole.
