Today the State Department informed Congress that Russia is not complying with the New START agreement, its last remaining nuclear arms control treaty with the U.S., as relations between the countries remain tense. Russia is not allowing U.S. inspectors into their nuclear weapons facilities, an obligation under the treaty.
