California could put a new bill into place that would ban the state's prison facilities from keeping inmates in solitary confinement for more than 15 consecutive days and would force these places to document when and why they're putting someone in solitary
The development comes as good news for advocates who say the practice physically and mentally harms people, often those most vulnerable.
