Contra Costa County has converted a vacant office building in San Pablo into an apartment building for unhoused adults with disabilities.
El Portal Place will serve some of the county's most vulnerable residents with permanent supportive housing
The county's survey of homelessness shows an increase of 19% from last year with an estimation of 2,843 people experiencing homelessness in the county on any given night.
