California's water regulators are confronted with formidable obstacles in the management of water resources for the state's 39 million residents, as well as for agricultural purposes and environmental preservation.

And after California faced years of water-shortages and concerns about fairness and equality rise, the state's distribution system is under heightened scrutiny.
