Police in Oakland are trying to figure out how a graduation ceremony turned into a violent, chaotic scene. 

KCBS Radio's Kris Ankarlo reports shots were fired at Skyline High School as students and families should have been celebrating. 

A third shooting victim reportedly transported themselves to the hospital. That person's condition has not been released.

The shooting happened as new police Chief Floyd Mitchell attended his first police commission meeting. Mitchell left midway through the meeting to respond to the shooting.
