If Congress doesn't pass a budget by the end of the month then the government will shut down. 40 years ago, the idea of America's government shutting down didn't exist. It just didn't happen. But Kevin Kosar from the American Enterprise Institute says a divided Congress, lack of incentives, and a lack of skin in the game has led to less budgeting and more continuing resolutions and shutdowns.
