• Massachusetts voters have approved an amendment to the state constitution that will increase taxes on those earning more than $1 million a year. 
• Democrats appear to have avoided a red wave by showing surprising strength but control of Congress remains unclear.
• Democrats beat Trump-backed GOP candidates in liberal states.
• Democrats win gubernatorial races in Maryland and Massachusetts, Republicans take Arkansas and Florida.
