Atomic energy research in India made only modest progress in the early years. The cult of secrecy around it often provoked criticism.
Indian atomic scientists were still years away from building a nuclear reactor.

Finally, they were forced to approach various developed countries for cooperation. When the first nuclear reactors were built in India, it was only through major international collaborations with countries such as Britain and Canada.
