There's questions about the Government's plan on changing dog control laws following a fatal attack on a Christchurch toddler.
In March, the Government ordered a comprehensive review of the Dog Control Act.
One-year-old Sonny-Charles Watson died from critical injuries on Friday.
Auckland University Associate Law Professor Marcelo Rodriguez Ferrere says the scope of the review is too narrow.
"We need to really rethink about the place of dogs in our society, our relationship to them and our responsibility towards them to prevent these sort of things from happening."
