The city of Palm Coast has been keeping a list of "difficult citizens" for the past five years. Those on the list — which until now has not been publicly known — are accused of various misdeeds, including threatening, cursing or harassing city workers, or in one case throwing a spear-like object at a city truck. Palm Coast does not tell people they have been identified as "difficult." Nor does the city provide any recourse for citizens to challenge being put on the list. And although the city doesn't tell citizens they're on the list, they do inform another entity: the Flagler County Sheriff's Office.
