Auditor-General findings point to alleged deep systemic failures and negligence in the department's financial controls. DA mayoral candidate, Cilliers Brink says Deputy Mayor, Eugene Modise has undeclared interests in security and water tanker companies. Brink claims funds meant for infrastructure were diverted to politically connected entities.Modise has denied wrongdoing.
