The deputy Chief of Police in the City of Ekurhuleni Brigadier Julius Mkhwanazi was at the centre of the Madlanga Commission yesterday. This for his links with attempted murder accused and alleged cartel member Vusimuzi "Cat" Matlala. Testimony before the Madlanga Commission has demonstrated that Brigadier Mkhwanazi signed two memorandums of understanding with Matlala's security company. This was done without the authority of suspended Ekurhuleni police Chief Jabulani Mapiyeye.
