60-year-old Scott Millage used his black pickup, equipped with blue and red emergency lights, to pull over a driver on a Pheonix, AZ freeway. To be clear, Scott Millage is not a police officer, but called them for assistance after pulling over the motorist. He was arrested because you can't do that.
