Why is traffic in Montreal worse today than during the 1960s construction boom?

The president of the Montreal Chamber of Commerce, Michel Leblanc recently suggested that the number of abandoned orange cones in the city is down by half but that traffic congestion and coordination of construction sites in downtown Montreal have worsened over the past two years. CJAD 800 Wall of Fame traffic reporter Rick Leckner spoke to Andrew Carter about it.
