The COVID19 shutdowns are impacting Victoria's horse carriage operators.They don't operate over the winter, so, depend on what they make the rest of the year. Donna Friedlander, of Tally Ho Carriage Tours, says it costs about $10,500 a month to care for her 18 draft horses.
