陈谦福出生于槟城，接受英文教育。1889年，27岁的他来到新加坡发展。他先后获得烟酒税收承包权，长达17年；1901年，又成为丹戎巴葛码头，也就是后来港务局数千名劳工的承包商，在商界相当有影响力。

不过，陈谦福最让人敬佩的，并不是他的财富，而是他后来投入社会服务。1910年开始，他积极参与华人社会福利工作，先后担任专利局、执照审查局委员。1912年获殖民地政府委任为太平绅士
