Why are temporary classrooms so permanent?

According to researchers from the University of Stellenbosch, classrooms made from converted shipping containers have been found to have elevated levels of carbon dioxide as a result of poor ventilation, impairing concentration among learners.  Lester Kiewit speaks to Elijah Mhlanga, spokesperson for the Department of Basic Education, to discuss just how long these temporary structures are meant to be in place for, while waiting for permanent facilities to be built.
