Prof Jaap de Visser, Professor of Law at the University of the Western Cape and South African Research Chair in Multilevel Government, Law and Development at the Dullah Omar Institute, speaks to Lester Kiewit about the proposal to introduce a third ballot paper in local government elections. The idea, suggested by IEC commissioner candidate Dr Rajendran Govender, involves a participatory budget ballot where voters can indicate which services, such as water, roads, clinics and libraries, should take priority. Prof de Visser explains the potential impact of this system on citizen participation, service delivery and local democracy in South Africa.
