Addressing critics who argue that these changes could disproportionately impact households and small businesses, the Mayor highlighted the City’s efforts to cushion lower-income residents. He discussed South Africa’s most inclusive social assistance package, which includes the highest free water allocation, broad qualifying criteria for rates relief, and lifeline electricity.
