Lazarus Mokwena is the Secretary General of National Driving School Association of South Africa (NDSASA). He speaks to Lester Kiewit about why there is a high rate of learners license failures under the new Computerised Learner’s Licence Testing (CLLT). The online test is meant to weed out corruption but the NDSASA says with the low pass rate, those that fail may ty to get their learners license illegally.
