The City of Cape Town is revising its 2026/27 budget after a Western Cape High Court ruling found its use of property value bands for fixed water and sanitation charges unlawful. Bas Zuidberg, Chair of the Cape Town Collective Ratepayers’ Association speaks to Lester Kiewit about the ruling, arguing the case was about ensuring lawful and transparent municipal billing and that the City’s system effectively created a disguised property-based charge, while still allowing for legitimate cross-subsidisation through other mechanisms.
