South African government organisation Solidariteit Helpende Hand says the country should prepare for what they term as a "perfect social welfare storm.  They say this is because the economy continues to decline while the government spends more money on grants than on development.  The non-governmental organisation was reacting to the budget vote by the Minister of Social Development, Sisisi Tolashe, recently..
