Fred Arendse is President of the Junior Mining Council in South Africa and he penned an opinion piece asking whether the country's licensing laws are causing the problem of illegal mining? He goes on to say that even when police are cracking hard on the criminals, this is not a solution. Why then despite the crackdowns does illegal mining still continue?
