A lawsuit filed by Fresno community groups argues that Caltrans’ $140 million plan to expand Highway 99 interchanges at American and North Aves would flood South Fresno neighborhoods with even more truck traffic and pollution. Opponents say the environmental review violated state and federal law and threatens areas already burdened by some of California’s worst air quality.
