The Fresno City Council voted 6-1 to place a half-cent general sales tax on the November ballot as a backup plan if the countywide Better Roads, Safe Streets transportation measure fails to qualify. City leaders say the tax would offset lost Measure C funding for roads, transit, and infrastructure.
