Jensen notes that the proposed rule would apply to anyone younger than 18 but would exempt minors accompanied by a parent, legal guardian or adult 21 or older, among other exceptions. He expresses concern that some members on the Charlotte City Council might oppose the measure and shares his reasons for believing it should be approved, citing recent incidents involving teenagers at Romare Bearden Park and in University City.
