BILLS, REDUCED PROFITABILITY FOR LANDLORDS, AND POTENTIALLY DECREASED
PROPERTY VALUES. THE IMPACT VARIES DEPENDING ON PROPERTY VALUE,
WITH SOME MUNICIPALITIES LINKING TARIFFS DIRECTLY TO PROPERTY
VALUATION.
