Thomas Morrow Reavley, whose 71-year legal career included four decades on the federal appeals court serving Texas and nine years on the state Supreme Court, died Tuesday at age 99 surrounded by family at his Houston home. After serving in the Texas Supreme Court, he was named in 1979 by President Jimmy Carter to the 5th Circuit Court of Appeals. He was an active judge until 1990, when he took senior status but continued hearing cases for 29 years.
