In the case of Columbia student Mamoud Khalil and Tufts student Rumeysa Ozturk, who were both here legally, the administration seems to be citing a provision of the Immigration and Nationality Act that allows green card and visa holders to be deported if their presence in the U.S. could cause adverse effects to foreign policy. But what acts can be considered an adverse effect to foreign policy? And is there anything immigrants can do to challenge this provision once arrested?
