President Paul Kagame of Rwanda has once again blamed the international community for having failed to address the root causes of the current conflict in the eastern Democratic Republic of Congo between government forces and the M23 rebel group allegedly supported by Rwanda.
Kagame was speaking in the capital Kigali in a press conference with local and foreign press.
