Libya's eastern-based government, led by Osama Hamad, announced on Wednesday that it has agreed to end fuel subsidies and will create a mechanism to implement the decision. While details were not provided, it remains unclear if Hamad's government can enforce the plan in the politically divided country. In Libya, gasoline costs just zero point zero-three US dollars per litre, the second-lowest in the world, fuelling smuggling networks that have thrived since the 2011 uprising and subsequent division of the country.
