Uganda's government is drafting a new law to allow military courts to try civilians, despite a Supreme Court ban earlier this year. Justice Minister Nobert Mao says the law will outline "exceptional circumstances" for such trials.

Critics, including human rights activists and opposition leaders, warn this could open the door for renewed political persecution, particularly targeting figures like veteran opposition leader Kizza Besigye , currently detained for nearly five months on what his lawyers call politically motivated charges. 

He was previously transferred from a military court to a civilian one, following the Supreme Court's January ruling. If the law passes cabinet and parliament, he could once again face military prosecution.
