The Independent Electoral Commission of South Africa, says it was still studying and discussing how to implement the judgment by the Constitutional court on the case that was brought by the African National Congress party. The Apex court ruled in favour of the ANC, ordering the Commission to reinstate onto the ballot paper the 181 disqualified ANC candidates. South Africa heads to the local government elections scheduled for the 4th of November. The ANC had taken the Commission to the Constitutional court following the Electoral court had upheld the Election Commission's earlier decision to disqualify the candidates across six municipalities after the party failed to submit the candidate list before the deadline. On Thursday the Constitutional court agreed with the political party's argument that missing an online 'Submit as Final' button before the August 28 5 o'clock local time deadline constituted a technicality rather than a failure to meet statutory obligations. Now to discuss the implications of this judgement we speak to Terry Tselane, Executive Chairman at the Institute of Election Management Services in Africa
