TALKING POINTS 

** As Chad goes to the polls it is widely believed that incumbent President General Mahamat Idriss Deby will win easily. He seized power three years ago after his father, Idriss Déby, was killed, apparently on the battlefield fighting rebels trying to overthrow his government. Deby senior had ruled Chad with an iron fist for three decades. A career soldier, the interim president promised to hold elections within 18 months, but his government postponed the poll and allowed him to run for president,

** There is growing concern after prosecutors in the Democratic Republic of Congo opened a judicial inquiry against Cardinal Fridolin Ambongo of Kinshasa for seditious comments.  Ambongo was accused of incitement after speaking out against insecurity in the east of the country, where the army is fighting the M23 rebels, during his Easter Mass. Prosecutors says his comments were likely to discourage soldiers in the east and encourage mistreatment by the rebels fighting them,

** Togo's ruling Union for the Republic party has won a sweeping majority in the country's legislative elections held on 29 April. Provisional results published late Saturday by the electoral commission showed it had won 108 out of the 113 seats in parliament. Voting took place against the backdrop of heightened political tension following the approval earlier in April of a controversial new constitution and a series of crackdowns on opposition protests,

** President Joseph Boakai has signed an executive order to establish a long-awaited war crimes tribunal to provide justice for victims of Liberia's two civil wars, characterized by widespread massacres, torture, and sexual violence. The legislation was passed by the House and Senate, and signed by a majority of lawmakers, some of whom would be prosecuted,

** Kenyan President William Ruto has postponed this week's planned reopening of schools until further notice, as heavy rains and floods that have killed more than 200 people continue. The president in his state of the nation address said that meteorological reports paint a dire picture, citing the possibility of Cyclone Hidaya hitting coastal Kenya in coming days. The Kenyan government has been accused of an inadequate response to the floods. Africa is responsible for only a fraction of global greenhouse gas emissions but is suffering disproportionately from climate change.
