South African civil organisation, Tax Justice SA has characterised the closure of the British American Tobacco South Africa's sole remaining manufacturing plant as "damning proof" of the state's failure to combat organised crime. This comes just days after the company confirmed that it was shutting down its Heidelberg plant in the Gauteng province, blaming the rapid growth of illegal cigarettes sales in the country. The company says nearly three-quarters of all cigarettes sold in the country are now illegal, making local production too costly to continue.
