Human right organisation, Amnesty International has accused the government of Nigeria of allowing a free-for-all reign of impunity, in which state and non-state actors have committed serious human rights violations and killed over 1 800 people. In a report titled, A Decade of Impunity: Attacks and Unlawful Killings in Southeast Nigeria, Amnesty International documents atrocities at the hands rampaging gunmen, state-backed paramilitary outfits, vigilantes, criminal gangs and cults in the South-East region.
