Prime Minister Justin Trudeau says there was a "disconnect" between messages his aides were seeing about the "Freedom Convoy" protest, and the "assurances" coming from Ottawa police. Trudeau appeared at the public inquiry investigating his government's decision to invoke the Emergencies Act. He began by recalling the days leading up to the protest.
