Ottawa mayoral candidate Jeff Leiper is calling for an infrastructure levy if he’s elected into power this Fall. Spending the past 12 years as the City Council voice for Kitchissippi Ward, he argues that Ottawa’s infrastructure is long in the tooth, and says a 1 percent levy could be just what the doctor ordered.
