A "massive surge" in demand last night blew out led Ambulance Victoria to declare a code red - the same emergency level as during the thunderstorm asthma emergency in 2016.

General Secretary of the Ambulance Union, Danny Hill, said at one point there were 130 call-out cases "deemed requiring an ambulance but not able to have one sent to them".
